We are embarked on an effort to switch to using container images instead of ostree for bootable hosts. See https://fedoraproject.org/wiki/Changes/OstreeNativeContainerStable

In this task, we would like a config option for the existing pungi backend which uses rpm-ostree compose container to write to a .ociarchive file. See https://coreos.github.io/rpm-ostree/container/#creating-base-images

Commit 95497d26 fixes this issue
