In #985 we started getting module information from Koji instead of PDC. This does not currently respect koji event and simply pulls the latest build.

That is problematic in that the packages from the content tag are queried at the given event, so if there is a new module build, we get the metadata, but the content tag will appear empty.

This will either lead to crash, or the packages will simple be missing. Neither of those is good.
