New issue on all arches, in addition to #7705 which is s390x-specific; appears to be fallout from the RPMSuportForSystemdSysusers (sic) change:

This is because rpcbind and nfs-utils do their own thing wrt user creation instead of https://docs.fedoraproject.org/en-US/packaging-guidelines/UsersAndGroups/

Minimal fix would be just adding manual provides for those users but it'd be better to update it to modern Fedora practises instead. I'll have a look.
