I didn't do this as a PR because I am not sure what we want to do for a dir layout/format/etc. However, I wanted to point to a solid start for f28. https://github.com/whitel/semimodular_poc/blob/master/semimodular_deployment/files/base-28.defaults (courtesy of @asamalik & @sgallagh)

I'd keep it simple, just having one file per module name directly under /, plus a README.

Created a PR with defaults for modules that currently exist in Fedora 28:
