The problem is that the branch exists in the PDC but doesn't exist in git. Let me see what I can do.

The branch was created in PDC and git. It may take up to 10 minutes before you have write access on the branch.

That seems to have done it. I had to comment out the code in the tool which deals with the PDC. I wish the tool wasn't so terrible, but it's what we have.
