Describe the issue
kwayland-server is a stalled EPEL package.
Per the EPEL stalled package policy - https://fedoraproject.org/wiki/EPEL/GuidelinesAndPolicies#Stalled_EPEL_Requests - I have contacted the maintainer, twice, and waited the appropriate amount of time.
I am requesting kde-sig commit permissions so that I might branch and build this package in epel8 and epel8-next. I am a part of the kde-sig, so this would give me the correct permissions.

If we cannot complete your request, what is the impact?
We would not be able to build the KDE Plasma desktop for epel8-next, and when RHEL 8.5 comes out, everyone who uses the epel8 KDE would have a broken desktop.
