I am requesting tdawson be given commit permissions so that I might branch and build these packages in epel9.

If we cannot complete your request, what is the impact? These are all build and runtime dependencies of the KDE Plasma Desktop. Not having these packages would make it hard to get that desktop built for EPEL9
