At this point, the only thing missing is the pungi changes to make images. Looks like a PR is open: https://pagure.io/pungi-fedora/pull-request/1140

BuildError: package (image) Fedora-Sway-Live not in list for tag f38-updates-candidate (from releng/failed-composes#4551).

It looks like Fedora-Sway-Live should be added to the list of packages for f38 in koji.
