But neither of them is blocked in Koji on f38 nor f39.
Please retire them properly (except for cave9) on both f38 and rawhide. Please examine why they were not blocked.

They seem to be "active": false in PDC but not blocked in Koji. I guess I can block them manually for now if that's alright.

Blocking is done at the start of rawhide/branched composes.
Due to the s390x issue, we have not run any composes.
There will be some later today and it should block those.
