It was apparently retired, and there were two issues at that time:
1) OpenSSL 3.0 compatibility - which was resolved in 2021 with ipmiutil-3.1.8
2) s390x architecture build - not relevant to IPMI, needs to be excluded
The ipmiutil package is still active and has more than 1300 downloads / month.
