Fedora's vagrant space misses F38 beta image. This prevents referencing Fedora in Vagrantfile as vm.box = "fedora/38-beta-cloud-base"

F38 GA, at that point this request becomes mute.

Vagrant users have to manually create F38 Beta vagrant box by uploading and modifying F38 beta cloud image.
