golang-cloud-google was retired and later unretired in https://pagure.io/releng/issue/11478

package is not present in rawhide and is causing failures to build a lot of golang packages.

trying to build current rawhide fails with:

BuildError: package golang-cloud-google is blocked for tag f39-updates-candidate

After the removal of eclipseo from packager team there are lot of oprhan packages and work is being done by go-sig volunteers to recover "control" of many affected packages. Without this many golang package can't be built.
