Describe the issue https://bodhi.fedoraproject.org/updates/FEDORA-2023-3355cdb0a8 is stuck in state pending→testing. I cannot edit the update or do anything else with it.

When do you need this? (YYYY/MM/DD) ASAP. It's blocking the update of systemd which should go in before Final freeze.

This is because the f39 updates-testing push keeps failing because there are unsigned packages in https://bodhi.fedoraproject.org/updates/FEDORA-2023-977de87584
