It's currently badly missing from the f39 tree and later.

When is this no longer needed or useful? Still useful
If we cannot complete your request, what is the impact? The f39 users from 3rd part using the older VAAPI backend for intel are currently unable to install their driver.

I have checked there was no f39 branch in https://pdc.fedoraproject.org/rest_api/v1/component-branch-slas/?branch=rawhide&global_component=libva-intel-hybrid-driver; whilst i have unblocked it from koji;
The package is now unretired. For missing branches please use $fedpkg request-branch. Done for rawhide/f40 unblocked from koji (f39/f40). If you need other branches, let us know.

Others branches are present (epel7-epel9) and the package is tagged there. For some reason the epel8 build is missing. Will fix.
