As with #12487, I discovered that this repo is excessively large due to a source archive having been committed to the repo. Its size is actually 355MB with a shallow clone, even larger than the repo in my other request.
I've already opened bug 2329783 to make the maintainer aware of the situation, but this is not something that can be corrected by a packager themselves. Administrative access is required to bypass the normal protections against rewriting git history in our package repos, in order to excise the unwanted files.
It's also been deemed necessary, in the past, to first get authorization from FESCO to modify the package repo's commit history. Quoting from fesco#1848, the ticket requesting approval to perform the work in #7265, @kellin wrote:

ASAP, but no particular rush/timeframe. It took over 2 years to get the Blender repo right. (I'm hoping this can go a bit quicker than that...)

The golang-modernc-ccorpus2 package repo will continue to require excessively large downloads for each checkout, wasting time, storage space, and bandwidth. While our infrastructure has been significantly upgraded since the Blender issue almost a decade ago, and is more able to handle the oversized repo without manifesting the build failures or timeouts that occurred in the past with these situations, it's still in the best interests of the project to get this cleaned up. The package repo is currently the single largest repo in the Fedora collection by more than 100MB.
