#12731 Integrating Fedora bootc Base Images into the Official Fedora Releases

I'm opening this thread to gather thoughts and community feedback around a proposal to officially include Fedora bootc base container images in the Fedora ecosystem, with the intention that people will consider submitting this as an official Fedora 43 Change proposal.

Can they be built within the standard compose and container build tooling we use for Fedora containers? If the answer is no, then I would prefer not, since we have been trying to make the deliverables less special over time, not more.

Fedora bootc container images are currently built alongside the Fedora IoT compose. Work is currently underway to build it entirely in Konflux instead.

Notably, they can not be build by Kiwi, only by pungi ostree_container tasks but the bootc images are going away from that to a full container build in Konflux.

I don't think there are any equivalent right now in the Fedora infra.
