According to bodhi, python-configargparse package should be in stable repository 2 days ago and has been released 5 days ago, but still not in testing and/or stable repositories for Fedora 23.

according to koji it was never tagged stable. there is some bug in bodhi. I am assigning the ticket to lmacken to see what went wrong in bodhi
This update is now in the stable repos.
