In order to proceed with the F26 Change to switch to pkgconf as the system pkg-config implementation, DNF needs to be updated so that it prefers packages with Obsoletes+Provides pairs over the original packages. This way, pkgconf-pkg-config can be used without retiring pkgconfig prematurely.

@kevin I want to push pkgconf 1.2.0 with the requisite change in place, so yeah, I'd like the update to be applied as soon as possible so that I can go ahead and push it without breaking the ability to build packages. :)

So, it looks like this is not done for the AArch64 and PowerPC builders, which is breaking builds for packages that explicitly BuildRequires: pkgconfig.

This is known, I'm working to get this resolved now
I suspect that s390/s390x will also be suffering if they haven't been updated, too.
s390 builders have been updated now
this issue still shows up on ppc64/ppc64le
ppc64/ppc64le issue is also biting me.
These have all been updated to the latest dnf so aarch64/ppc64/ppc64le are all good now
