The next step would be to re-assign all currently orphaned packages to a co-maintainer if possible. I guess a variant of https://pagure.io/releng/blob/master/f/scripts/distgit/orphan-all-packages.py could be used for this, since this script usually re-assigns packages to other maintainer when orphaning packages of one maintainer.
