I have retired it at some point because I thought that it is not needed. Apparently it is needed for rust-chrono test suite.

The spec won't change from the pre-retirement, guidelines did not change. I strongly believe re-review is not needed.

@ignatenkobrain rust-bincode0.8 is now unretired for master.
