#8977 EPEL8 buildroot for s390x is broken (missing glibc-devel and libseccomp packages)

Describe the issue

When trying to build snapd in EPEL8, I get the following errors during buildroot setup:

DEBUG util.py:593:   Problem 1: conflicting requests
DEBUG util.py:593:    - nothing provides glibc-devel = 2.28-42.el8_0.1 needed by glibc-static-2.28-42.el8_0.1.s390x
DEBUG util.py:593:   Problem 2: conflicting requests
DEBUG util.py:593:    - nothing provides libseccomp(s390-64) = 2.3.3-3.el8 needed by libseccomp-devel-2.3.3-3.el8.s390x

This worked a few weeks ago, so something broke recently. These missing packages need to be added back into the build root.

Never.

If we cannot complete your request, what is the impact?

I cannot build new stuff for EPEL8.

I'm not sure what happened, but this seems fixed, judging by my ability to build snapd again:
