Cannot build newly imported packages.

NOTICE: behind some other filled issue, such as 9401 I really think there is a bug in the current workflow.

If some of the tasks related to SCM requests fail, the request should NOT be closed as done.
The whole workflow should failed and the user notified about this failure.

@remi It should be fixed now.
