When a new flatpak package is created, bodhi automatically adds it to a number of tags:
$ koji list-history --package gnome-2048 Thu Dec 5 05:23:12 2019 package owner releng set for gnome-2048 in f30-modular by bodhi [still active] Thu Dec 5 05:23:12 2019 package list entry created: gnome-2048 in f30-modular by bodhi [still active] Thu Dec 5 05:23:12 2019 package owner releng set for gnome-2048 in f30-flatpak by bodhi [still active] Thu Dec 5 05:23:12 2019 package list entry created: gnome-2048 in f30-flatpak by bodhi [still active] Thu Dec 5 05:23:13 2019 package owner releng set for gnome-2048 in modular by bodhi [still active] Thu Dec 5 05:23:13 2019 package list entry created: gnome-2048 in modular by bodhi [still active] Thu Dec 5 05:24:10 2019 package owner releng set for gnome-2048 in f32-modular by bodhi [still active] Thu Dec 5 05:24:10 2019 package list entry created: gnome-2048 in f32-modular by bodhi [still active] Thu Dec 5 05:24:11 2019 package owner releng set for gnome-2048 in f31-modular by bodhi [still active] Thu Dec 5 05:24:11 2019 package list entry created: gnome-2048 in f31-modular by bodhi [still active]
It should also add the packages to f31-flatpak. Right now it only adds them to f30-flatpak.
Should be fixed now in https://infrastructure.fedoraproject.org/cgit/ansible.git/commit/?id=e493dcabf4110064b0c93c0db45a64b604ad51f2
