#9522 F33 system-side change: make nano the default editor

nano is already installed across most Fedora Editions and Spins, this says it's in standard group.

This proposal will make it the default editor, while continuing to install vim-minimal.

New package is needed to do the magic of setting a default editor, and that package as well as nano will be included in a change to fedora-comps, applying it across all Fedora editions and spins.
