That's because the user has set 'org.gnome.software show-upgrade-prerelease true' gsetting manually (likely during a previous cycle) and now gnome-software shows the pre-release upgrade because of that.
'gsettings reset org.gnome.software show-upgrade-prerelease' should get them out of this and restore the default behaviour.
I rechecked the config and everything seems to be fine, so it might be what @kalev said.
Please reopen the ticket if it didn't work.
