    when some other software has replaced sigul and no one uses sigul any more

    community users cannot file bugs in the sigul project

Have you reached out to the maintainers of the project to ask them to enable issue tracking, or why it's disabled, not sure this is necessarily a rel-eng issue.

@puiterwijk is the maintainer of the package and pinging him in this ticket and let him decide where he wants to track the issues.
