#50 Use sphinx to build documentation for both HTML and manpages

sphinix should be a better choice for writing documentation for rpkg. Using sphnix has an advantage that is manpage can be generated naturally by sphinx instead of maintaining script rpkg_man_page.py. This also applies to and benefits downstream project like fedpkg.
