I needed to install libcurl-devel first in order to be able to install pycurl, but the tests passed.

Change itself looks safe.
Are there different requirements for 3.10? Do you say libcurl-devel (included in curl package)?

There are no different requirements, ibcurl-devel (included in the curl package) is apparently needed even for tox -e py36.
