#750 Add mock configuration option to build and srpm

commands for use along with the srpm mock option,
same as in mockbuild command.

Add arguments separator for mock rpm shell in
load_nameverrel_mock to ensure the rpm args go to
rpm and not mock.

The reason for this change is that we need to be able to spin RHEL6 builds and thats currently challenging because some packages use obsolete rpm spec functionality no longer available on current versions like F42 etc. Another source of problems is RHEL6 outdated crypto that fails package installs when building rpms. So we need to be able to create custom mock configs and use them with rhpkg build/scratch-build/srpm for srpm generation under mock environment.

make test passes with Python 3.13 on F42. unfortunately i could not get make test to work with earlier Python versions on F42 tho, i think that would require staging a custom env with all the rights deps to work which i dont have. hopefully that is sufficient for this change.
