fence_sanlock: use SIGHUP for shutdown
    
    Have the fence_sanlockd init script use SIGHUP to
    tell the daemon to shut down instead of SIGTERM
    because the sanlock daemon uses SIGTERM to tell
    the daemon that the lockspace has failed.
