This is to ensure that source tarball created by "make dist" contains
all available locales (and translation patches can be properly applied).

LINGUAS contain all locales from
https://fedora.zanata.org/iteration/view/setroubleshoot/master
except for the following (which contain no translations and are
therefore not present in {framework|plugis}/po directories --
these may need to be enabled once they are translated in zanata):
"anp de_CH fil gd kdt kw kw@kkcor kw@uccor kw_GB tw wba yo"

LINGUAS also conatin locales left over in this repository
(not currently maintained in zanata -- significantly outdated):
