This commit updates the Telegram API token and chat ID for the Fedora
Linux user group on Telegram to its IRC channel, #fedora-telegram.
This also fixes the annoying spam on the IRC network when the bot fails
to connect to the Telegram API, and ends up repeat-crashing over and
over. Shout-out to the LiberaChat staff for being patient and helpful.
