#181 depcheck and upgradepath don't get triggered on dev/stg

According to the task run reports, this started happening on April 15th. Investigate and propose a fix.

Turned out restarting fedmsg-hub did the job. We'll need to investigate why this happens at some point. Though it hasn't happened for months so I am not too worried about it.
