Is the bug that the Silverblue media contains runtime/org.fedoraproject.Platform/x86_64/f30, but needs runtime/org.fedoraproject.Platform/x86_64/f31?
Or do Silverblue installs require internet access to download and install flatpaks (or any constituent components)?

Yep, that's the bug.
Not sure when it got fixed but I'm not running into this with Fedora-Silverblue-ostree-x86_64-Rawhide-20191129.n.0.iso.
