Change name of configuration file
    
    Changed "buildrpm.config" to "doc-publican-rpm.config" as the former was
    pretty generic.  The name only appeared in one place in the actual code,
    but appeared in multiple places in the doxygen documentation for
    doc-publican-rpm.c and once in readConfigFile.c's doxygen.  It was also
    referenced numerous places in the man and info pages.  The name of the
    manpage for the config file also needed to be changed.
