CI failure is because the 'build the base image' job does not have enough space, but I don't know how to fix that. I believe it's running on a cloud-fedora-40-medium node in zuul - see .zuul.yaml - but there doesn't seem to be a -big or -large or anything, and I can't find where the amount of resources you get with a medium is actually defined (it doesn't seem to be in fedora-project-config or any of its ancillary repos, at least not that I can find).

Just going to merge this for now and we can sort out the size issue when we get a chance.
