manifests: Update metadata


common: Remove exclude_perl (now unused)

We removed the variants that has dependencies on Perl and thus the need
for this variable.


common: Remove explicit bootc inclusion

bootc is now a dependency of rpm-ostree and thus always included.


common: Use 2024 edition

Budgie Atomic uses Plasma Discover now.


packages: Move comps sync'ed package lists to a sub dir

Those manifests are automatically generated so let's move them out of
the way as we never edit them manually.


manifests: Split Fedora specific config into its own manifest

This will make things easier for downstream builds which have to change
the release and logo packages.

I've manually diff'ed the resulting generated manifests and verified that the (minimal) change is as expected.

I think it is excluded as part of the comps sync config - https://pagure.io/workstation-ostree-config/blob/main/f/comps-sync-exclude-list.yml#_33-34

And it's already excluded in the common manifest: https://pagure.io/workstation-ostree-config/blob/main/f/common.yaml#_152
Thus no need to duplicate it for the Sway variant.
