There's code in freshmaker/handlers/init.py:406 to support using proxyuser?
Are there plans to use this?

We do not have any plans to use it now. The code for proxyuser is there since beginning and was most likely copied from MBS, because qwan was thinking it might be useful later, but we do not plan to use it.
