Basically whenever some dependency changes (e.g. SONAME bump), freshmaker would rebuild all dependent packages. It definitely needs some strategy / exceptions to not rebuild whole distro when glibc / gcc updates.. But probably it should do this but only in Rawhide...

Something like what Koschei does except that one doesn't have RW access to dist-git.

This is something what should have been implemented since the beginning of Fedora....

We don't have any immediate plans to have Freshmaker rebuilding RPMs. I'm dropping this issue. If we do this in the future, it'll require re-scoping changes anyways.
